This joint redevelopment project by local landowners and Tokyo University of Science, reflecting the Kagurazaka district's blend of residences, education and entertainment. The low-rise portion retains the traditional style of narrow merchants' houses, with residences above shops, lining the street. The high-rise portion contains rooms for use by the university. In accordance with the building code for Kagurazaka-dori Street, the north-facing roofs are slanted to let in natural light, creating a bright and open space. The site originally had alleyways linking the two sides of the district that were very different in terms of scale, and this feature has been recreated by the new building. Passageways allowing pedestrians to traverse the area stretch into the interior of the building to entice them to the shops and restaurants on the basement levels and the second floor.
