Tasked to provide a facility to make people smile and be a source of local pride, renowned architect Fernando Vazquez and TANSEISHA Co., Ltd., developed the core concepts, while Kajima created the design for the site, close to central Isesaki, Gunma Prefecture. The L-shaped layout—a spread-wing motif facing the city center and road crossing—provides a "four islands" theme with abundant greenery, an event space, a playground, large canopy and "town proscenium." At night, the illumination outside and within provide a scenic attraction.
The structure comprises a curved main mall and a straight sub-mall, evoking a bow and string. Large windows overlook the Jomo Sanzan mountain chain to the north, integrating building and scenery. Local cultural icons such as Isesaki Kasuri—weaving used for kimono—are incorporated into the design motifs, giving public spaces a relaxed, sophisticated feel.
