This facility was built to celebrate the 30th anniversary of the Kinoshita Kinen Jigyodan educational foundation. It comprises a student dormitory for domestic and overseas students attending educational institutions in Hyogo Prefecture, a library, a large hall, Japanese-style room, the foundation's headquarter offices and a Japanese garden. The exterior is classically simple, with sculpted white granite on the lower portion of the building. The middle levels feature tile detail and iron-railed balconies, while the upper levels use a metallic exterior finish. The architecture is in harmony with the nearby historic buildings dating back to Kobe's days as a foreign enclave. A covered walkway bolsters the network of pedestrian spaces connecting Kobe's main shopping strip at Motomachi with the Harborland commercial complex. The building is part of the city's recovery since the 1995 Great Hanshin Earthquake.
