This project integrated dispersed and aging facilities into a new city administration building. Since parts of Urayasu City suffered severe liquefaction damage during the Great East Japan Earthquake in March 2011, one important goal of the project was to incorporate disaster management functions. Realizing a safe, comfortable city administration building was given the highest priority. This included a layout featuring a central atrium, and the promotion of universal design principles underpinned by proactive public consultation and dialogue. The design puts to optimum use the building’s configuration and, to reduce its environmental burden, integrates various systems. These include a natural ventilation system using the atrium space, and the use of an atrium skylight and light-collecting apparatus to ensure the lower atrium area attains sufficient brightness. The exterior design is simple but strongly expressed, based on a rigid, precast concrete column-and-beam grid.
