As part of the redevelopment of the west side of Totsuka Station in Yokohama, this complex was a PFI project comprising the Totsuka Ward Administration Office, Art Center and urban transport facilities. The administration office contains service counters, a multipurpose space, parenting support space and other functions to enhance public services. The Art Center includes a 500-seat hall, a rehearsal studio and a gallery. The urban transport facility aims to improve convenience for users of Totsuka Station (270,000 people per day) through the inclusion of a transit plaza, a 1,300-space bicycle park, a 127-space car park as well as underground and third-floor connection to the station and surrounding commercial facilities. The plan realizes optimal flow lines within a diverse, multi-layered complex while also giving users of each floor views of the seasonal cycle along the neighboring Kashio River.
