Human Rights Governance and Policy

Basic Policy

The Kajima Group advances its efforts to fulfill its corporate responsibility based on the United Nations Guiding Principles on Business and Human Rights and other internationally recognized standards. In conducting business activities, we comply with the applicable laws and regulations of the countries and regions in which we operate and support and respect international human rights standards, including the International Bill of Human Rights.
In March 2021, we established the Kajima Group Human Rights Policy. Based on this policy, we identify and assess potential adverse human rights impacts arising from our business activities and advance our efforts to respect human rights by engaging in ongoing dialogue with diverse stakeholders and working to prevent and mitigate such impacts.

Human Rights Policy

This policy applies to all officers and employees of the Kajima Group, including permanent employees, contract employees, and temporary agency workers. We also expect our business partners throughout our global supply chain to understand and support this policy, and we conduct ongoing awareness-raising activities to promote its understanding.

Governance

The Kajima Group recognizes human rights as one of its key sustainability issues. We have established the Human Rights Committee under the Sustainability Committee, chaired by the President to formulate annual policies and specific initiatives and to promote efforts to respect human rights. The Human Rights Committee is chaired by the General Manager of the Human Resources Department and comprises members from relevant departments across the Group.

Human Rights Due Diligence Process
― Progress on Key Human Rights Issues ―

The Kajima Group launched its human rights due diligence initiatives in FY2021 as an integral part of its business processes. With advice from external experts, we conduct human rights due diligence across three categories: Kajima Corporation, Group companies, and the supply chain.

Risk Management Cycle

In accordance with international human rights standards, including the United Nations Guiding Principles on Business and Human Rights, the Kajima Group has established a human rights due diligence framework to minimize adverse human rights impacts. We continuously review and improve this framework to enhance its effectiveness whenever issues are identified.
Our human rights due diligence includes the ongoing process of identifying actual and potential adverse human rights impacts arising from our business activities and supply chain, implementing measures to prevent and mitigate those impacts, integrating those measures into our internal processes, tracking and evaluating their effectiveness, and communicating our efforts externally.

Implementation Status and Progress

STEP 1Human Rights Risk Assessment

The Kajima Group launched its human rights due diligence initiatives in FY2021. With advice from external experts, we assessed the human rights risks requiring attention across the Kajima Group and identified key human rights issues, including working hours, harassment, and human rights issues in the supply chain.
To review the progress of our human rights initiatives, we conducted human rights due diligence at 97 domestic and overseas Group companies in FY2024 and at Kajima Corporation in FY2025.

STEP 2Implementation of Appropriate Measures

For each identified human rights issue, we implement measures to prevent and mitigate adverse impacts and, where necessary, take corrective or remedial action.

Working hours
  • Since FY2024, statutory limits on overtime work, including the 45-hour monthly limit, have applied to the construction industry. Under the leadership of the Workstyle Reform Promotion Committee, chaired by the President, we are promoting a shift toward workstyles that enable employees to deliver results within limited working hours.
  • In FY2024, approximately 80% of newly awarded construction projects secured the equivalent of a two-day weekend, defined as site closures for eight days in every four-week period.
  • For projects already under construction, we launched a campaign to increase the number of site-closure days and promoted planned leave to help ensure that all employees could take at least 120 days off per year.

Harassment
  • Establishment and publication of the Kajima Harassment Prevention Guide

    Based on the Mental Health Promotion Plan, the Kajima Group provides company-wide education and training, including awareness programs on mental health and neurodevelopmental disorders, as well as an annual e-learning program on harassment prevention conducted from June through August
    The FY2025 harassment prevention training covered not only a review of the fundamental principles of harassment prevention and appropriate bystander intervention, but also introduced new topics such as incivility, which can be an early indicator of workplace harassment. (Participants: 23,119 Kajima Group employees)
    Each branch also conducts harassment prevention training based on its own Mental Health Promotion Plan.

  • Establishment and Communication of the Kajima Group Conduct Guidelines for Business Partners
    The Kajima Group has established the Kajima Group Conduct Guidelines for Business Partners and provides the accompanying Guidebook to the Conduct Guidelines for Business Partners, which sets out our expectations regarding strict compliance with laws and regulations, respect for human rights, environmental responsibility, quality assurance, and other key principles. We ask all business partners, both in Japan and overseas, to understand and cooperate with these guidelines.
    Our Basic Construction Subcontract Agreement and Basic Pledge on Labor Safety and Health, which are concluded with business partners (specialty contractors), include provisions relating to legal compliance, safety, the exclusion of antisocial forces, anti-corruption, restrictions on the employment of minors, and other matters, as well as requirements consistent with the Kajima Group Code of Conduct.
    In addition, we have distributed these guidelines to approximately 4,400 major business partners (specialty contractors), added a cooperation clause to the Basic Construction Subcontract Agreement, and require suppliers to pledge compliance with the guidelines in the Purchase Order Terms and Conditions.

STEP 3Monitoring

We regularly monitor the effectiveness and practical implementation of the measures implemented to prevent and mitigate the human rights issues identified and assessed through STEP 1 and STEP 2.

Human rights due diligence at Kajima Corporation (FY2025)

For the first time since FY2021, Kajima Corporation conducted human rights due diligence with a focus on verifying whether mechanisms to identify and prevent human rights risks have been established and, where they have, whether they are functioning effectively. As part of this process, we distributed self-assessment questionnaires (SAQs) to each department and conducted an assessment.

  • Working hours
    While overall working hours have shown a downward trend as a result of our workstyle reform initiatives, we identified instances of long working hours in certain departments and construction sites and implemented targeted measures to address them.
  • Harassment
    We identified incidents of harassment in certain workplaces and construction sites and took appropriate action. In addition, risks related to customer harassment, including abusive or inappropriate conduct by customers were identified, and we are currently developing appropriate countermeasures.
  • Human rights issues in the supply chain
    We identified insufficient awareness and understanding of the Conduct Guidelines for Business Partners among non-construction business partners. In response, we are reviewing the relevant provisions in various agreements and other related documents.
Human rights due diligence at the Kajima Group (FY2024)

Self-assessment questionnaires (SAQs) were distributed to each Group company to review the progress of its human rights initiatives. In addition, we conducted dialogue sessions with domestic Group companies based on the results of the human rights due diligence.

  • Working hours
    We identified instances of excessive working hours at certain Group companies and shared best practices and provided guidance on appropriate corrective measures.
  • Harassment
    We identified incidents of harassment at certain Group companies. In FY2025, harassment prevention training was provided for directors of Group companies.
  • Human rights issues in the supply chain
    We identified insufficient awareness of the Kajima Group Conduct Guidelines for Business Partners within the Kajima Group and provided guidance to promote greater awareness and understanding of the guidelines.
Working hours
  • Monitoring of working hours at Kajima Corporation and domestic Group companies
    The Human Resources Department, branch administration departments, and the Affiliated Business Department conduct monthly monitoring of working hours at Kajima Corporation and domestic Group companies.
Harassment
  • Implementation of the survey
    During harassment prevention training conducted across the Kajima Group, we distribute anonymous questionnaires to assess employee awareness of harassment, as well as whether they have experienced or witnessed harassment. The survey results are used to monitor progress in awareness regarding harassment prevention.
  • Review by the Compliance and Risk Management Committee
    Harassment is also treated as a management-level risk and is reviewed by the Compliance and Risk Management Committee, which monitors reported incidents.

  • Supply chain survey
    To monitor the level of implementation and compliance with the Kajima Group Conduct Guidelines for Business Partners among business partners (suppliers), we conducted interviews with selected companies and carried out a survey using self-assessment questionnaires (SAQs) from June to July 2024. The survey covered approximately 900 member companies of the Kajima Business Partners’ Association, all of which are specialty contractors.
    Responses to all 26 questions were evaluated on a five-point scale according to the level of implementation, and average scores were calculated for each category. The results confirmed that the necessary initiatives had generally been implemented and identified no cases of non-compliance that would constitute a significant risk requiring the suspension of business relationships. However, as insufficient awareness of human rights initiatives was identified among some business partners, we continue to conduct awareness-raising activities to promote greater understanding.

  • Building materials traceability survey
    In FY2024, we established the Building Materials Traceability Subcommittee within the cross-departmental Supply Chain Working Group to address supply chain issues. In accordance with the action policies approved by the Human Rights Committee and the Environment Committee, the committee identified high-risk raw materials.
    In FY2025, timber and stone were selected as raw materials with high risk and significant social concern in the construction business. We conducted a building materials traceability survey covering business partners representing approximately 60% of the total procurement value over the previous three years. The survey verified the countries of origin, countries of extraction, and traceability of the selected materials, and assessed potential human rights risks.
    As part of the survey process, we also conducted interviews with business partners (suppliers) and their suppliers.

Grievance Mechanisms and Remedy

Reporting and Consultation

The Kajima Group has established both internal and external hotlines for consultations on human rights issues, including harassment. These hotlines also accept anonymous reports and consultations. When an investigation confirms that a reported incident has occurred, we take appropriate measures against the perpetrator. The case is then reported to the relevant departments and the Human Rights Committee for review, and the management monitors the implementation of the response.

The Kajima Group has established a Corporate Ethics Reporting System (Corporate Ethics Hotline), through which employees of Kajima Corporation, Group companies, and business partners can anonymously report or seek advice regarding violations of laws and regulations, misconduct, or suspected misconduct by officers, employees, or others. We also take appropriate measures to ensure that individuals who seek advice, make reports, or are victims of misconduct are protected from any adverse treatment or retaliation.

Stakeholder Engagement

The Kajima Group engages in ongoing dialogue and consultation with relevant stakeholders and external experts regarding significant human rights issues, as well as actual or potential adverse human rights impacts and the measures taken to address them.

Participation in Initiatives

The Kajima Group supports the Ten Principles of the United Nations Global Compact. As part of this commitment, we have been a member of the Global Compact Network Japan (GCNJ) since 2019. Our employees participate in various GCNJ working groups to deepen their understanding of topics such as human rights due diligence and human rights education, and we continue to engage in these activities.

Kajima provides education and training for officers and employees of the Kajima Group to ensure that its Human Rights Policy is embedded throughout its business activities.
